Pope Benedict's Tiara

What does the three crowns represent? is it true that represents the holy order, the jurisdiction and teaching?

Do the lappets have Benedict's coat of arms with the mitre/tiara hybrid? That seems silly...

They do. Frequently the infulae of a papal mitre show a papal coat of arms with a tiara. So, what's the difference?

I suppose that it was already a stretch to get him to accept this gift. They didn't want to insult him outright by depicting his arms in a manner contrary to his preference. In my opinion they should have depicted the shield only.
